The decision to phase out Grandfather Rights comes in response to recommendations from the Construction Leadership Council (CLC). The overarching aim is to raise safety and competency standards across the sector. This change is designed to ensure that all workers in the construction industry, regardless of when they entered the workforce, can demonstrate up-to-date knowledge and skills.

By 2024, all workers will be required to either take a Competency Interview or complete the relevant qualifications in order to maintain their CSCS certification. The Competency Interview will serve as the formal assessment that replaces the existing Grandfather Rights. This shift aims to create a more consistent and higher standard of competency across the entire construction workforce.

End Date for Grandfather Rights: December 31, 2024

Competency Interviews: After this date, workers who rely on Grandfather Rights will need to undergo a Competency Interview or complete the necessary qualifications to retain their CSCS card.

If you currently hold a CSCS card based on Grandfather Rights, you will need to take action before the end of 2024.

This means you will either need to:

  • Take a Competency Interview to formally assess your skills, or

  • Obtain relevant qualifications to meet the updated industry standards.

  • These changes apply to thousands of workers across the UK. The Construction Leadership Council (CLC) has estimated that a large number of construction professionals will need to update their qualifications to comply with the new requirements.

This shift is part of the industry's broader commitment to improving safety and ensuring that all workers are up to date with the latest construction practices.
